 The central idea behind Lebesgue measure is to approximate a set not from within, as in the Riemann approach, but from the outside. One considers all possible ways of covering the set with countably many intervals and looks at the total length of those coverings. Among all such coverings, the smallest total length (in the sense of an infimum) defines what is called the outer measure of the set. This construction ensures that even very “wild” sets can be assigned a meaningful size, at least provisionally. 

Lebesgue measure generalizes length so that for an interval \( [a,b] \), the measure is \( m([a,b]) = b - a \). For any set \( E \subset \mathbb{R} \), its outer measure is defined by

\[ m^*(E) = \inf \left\{ \sum_{i=1}^{\infty} |I_i| : E \subset \bigcup_{i=1}^{\infty} I_i \right\}. \]

A set is measurable if it satisfies Carathéodory’s condition:
